Faced with growing needs for water pollution control funding, Congress created the State Revolving Funds (SRF) by amendments to the Clean Water Act (1987) and the Safe Drinking Water Act (1996).  The long-term goal is to replace previous EPA grant programs with loan programs under more direct control of each state which, after a period of federal capitalization and subsequent loan repayments to states, would revolve to a point where federal capitalization would no longer be necessary.  As of 2002, the SRF programs have contributed to cleaner streams and purer drinking water in South Carolina through the closing of over $365,000,000 in long-term, low interest loans to the State's public systems, for the construction of wastewater and drinking water facilities.

In South Carolina, the SRF programs are managed by SCDHEC, with financial administration by the S.C. Budget and Control Board.  Agency contact representatives are:
