Source Water Protection Plan Development Guide for Public Water Systems (doc)
Developed by SC DHEC in cooperation with South Carolina Rural Water Association (SCRWA), this document is intended to guide the development and implementation of Source Water Protection Plans (SWPPs) for individual public water systems (PWS) in the State of South Carolina.

The League of Women Voters developed this online guide to help state agencies, water systems, local governments and others involved in the planning and implementation of source water assessments to plan and implement effective public involvement programs. 


Source Water Protection: A Guidebook for Local Governments
 (pdf)
This guidebook, produced by the National Association of Counties, the Conference of Southern County Associations, and the Georgia Water Management Campaign, provides guidance to local officials interested in protecting their water sources.  Contents Include:

·         Local Government Source Water Protection Checklist - a tool for local officials to assess needs, develop a protection program, and evaluate progress.

·         The Source Water Protection Toolbox: Land Use Tools (e.g. zoning and subdivision requirements)

·         Stakeholder Involvement

SWP Workshop Guide (pdf)
A Groundwater Foundation Association workshop guide that is designed to provide local leaders and community members with tools to educate and motivate other community members to get involved in the source water assessment and protection process.

Source Water Protection: Plain and Simple (pdf)
This introductory document describes the basic components of a State Source Water Assessment Program (SWAP), as mandated by the Safe Drinking Water Act (SDWA) of 1996. This information is useful for local water utilities, state water quality departments and for citizens trying to gain a general understanding of SWAPs.

Tool Kit:
International City/County Management Association, through a grant from the U. S. Environmental Protection Agency, has developed a source water awareness tool kit that can be used to help raise community awareness about drinking water protection issues. Items from the tool kit include:

Media Campaign Guidelines (pdf)
A guide to assist small rural communities with developing a media campaign strategy that will increase the awareness of drinking water source protection within their community.

Informational Flyer (pdf)
These sample flyers can be distributed at community gatherings, public meetings, and at information centers like libraries and supermarkets all over the community.
 

Home Owner/Farmer Checklist (pdf)
This fact sheet can be used at community gatherings, public meetings, and as a source of information to be placed in libraries and supermarkets around the community.

Q&A Fact Sheet (pdf)
This fact sheet can be used as utility bill stuffers to get the word out in the community.

Sample Questionnaire (pdf)
This questionnaire provides a list of questions that can be presented to citizens prior to launching a media campaign. This may help determine a community's knowledge and awareness about the sources of their drinking water.

Camera-Ready Logo (tif)
An electronic campaign logo is provided in this media kit. The logo is a full-color, full size, printable image. The source water awareness logo can be used on newsletters, brochures, or stationary for a user's campaign.

Sample Poster (pdf)
This two-color sample poster design can be blown up to any desired size and distributed. It may be displayed in the local community center, the windows of supermarkets or retail stores, shopping malls, public libraries, health clubs, schools, utility customer service centers, or any other place where many people will see it. 

Sample Radio PSA (pdf)
The radio public service announcement (PSA) may be copied and mailed or faxed (with a copy of the news release) to local radio stations in the community. Appropriate follow-up will assure that the PSA will get maximum airtime.

Sample News Release (pdf)
This sample press release provides a way to inform local media about the drinking water awareness campaign. The bracketed areas of the news release can be filled with information specific to a user's company/organization/utility and then mailed or faxed to local newspapers, radio stations, and television stations. Users may also use the news release as a template for providing the media with specific information about local activities being that increase drinking water awareness.

A SC DHEC 10-minute video that covers concepts such as the water cycle, surface water, groundwater, point source pollution, nonpoint source pollution (runoff), and the fundamental elements of source water protection.

Model Ordinances to Protect Local Resources (website)

An EPA Website highlighting SWP ordinances. The ordinances can help safeguard community health and reduce the risk of contamination of water supplies. These SWP ordinances are divided into two separate categories: a source water (groundwater) protection category and a surface water (reservoir) protection category.

 

Model Ordinances (website)

This site from the Stormwater Manager's Resource Center provides examples of both real-world and model ordinances that can be used to guide future growth while safeguarding local natural resources.
