NRCS Decides Not to Prepare Plans for New and Expanding Facilities
The UnNRCS Bulletin. ited States Department of Agriculture's Natural Resource Conservation Service State Office decided in early November 2004 to no longer prepare Facility Management Plans for the agricultural community in SC. This decision was given in an undated NRCS Bulletin 180-5-1 signed by Walter W. Douglas, State Conservationist, with the subject line "NRCS Assistance to Animal Feeding Operations in SC." The Bulletin states there is only a moratorium on preparation of plans for new and expanding operations in SC until September 30, 2006. However, the wording of the Bulletin implies that the NRCS will probably not lift the moratorium in 2006.
